Step 1

Business and/or Activity Plan in accordance with Regional Spatial Plan (RTRW)

Step 2

Screening, based on Government Regulation No. 5 of 2021, Minister of Environment and Forestry Regulation No. 22 of 2024, and Minister of Environment and Forestry Regulation No. 4 of 2021.

  1. Do business or activity plans require an EIA, UKL-UPL, or SPPL?
  2. Who has the authority to issue business permits: the Central Government, Provincial Government, Regency/City Government?

Step 3

Preparation and Review of UKL-UPL

  1. Filling out the UKL-UPL form including a description of the business or activity plan and technical approval
  2. UKL-UPL Commission Discussion Session

Issuance of Recommendation for Environmental Management Commitment Statement (Environmental Permit)
